O presente estudo tem como ponto de partida o corte realizado na condução da Política Industrial e Tecnológica chinesa a partir do governo do primeiro-ministro Wen Jiabao (2003-2010) saindo de uma atuação mais voltada à correção de falhas de mercado com a adoção de reformas liberalizantes para uma política industrial seletiva voltada ao incentivo e promoção de determinados setores econômicos. Procura-se entender a estruturação do processo de formulação de políticas industriais chinesas, o direcionamento estatal das inovações por meio da seletividade das políticas, assim como o processo de socialização dos investimentos por meio da estrutura institucional chinesa. O processo de socialização dos investimentos e de coordenação da economia caracterizariam essas políticas industriais pós-2003 e aparentam indicar o que seria o “socialismo com características chinesas”. Esse texto possui como arcabouço teórico a abordagem da economia evolucionária e schumpeteriana.

This study has as its starting point the cut made in the conduct of the Chinese Industrial and Technological Policy in the government of Prime Minister Wen Jiabao (2003-2010) leaving behind a performance more focused on the correction of market failures (and liberalizing reforms), starting a selective industrial policy aimed at boost and promote certain economic sectors. This work seeks to understand the process of chinese industrial policies formulation, the guide of innovations through the state selective industrial policies, as well as the process of socialization of investments related to the chinese institutional structure. The process of socialization of investments and the economy coordination carried by the state would characterize these post-2003 industrial policies and also appear to indicate what “socialism with chinese characteristics” would be. This text has as its theoretical framework the evolutionary and schumpeterian economics approach.
