Public Procurement for Innovation in Developing Countries: the Experience with Offsets in the Brazilian Aeronautic Sector

Compras públicas têm sido destacadas como uma alternativa de instrumento de política de inovação. Nesse contexto, o campo de compras públicas para inovação relacionado ao termo Public Procurement for Innovation (PPI) foca principalmente nas práticas e problemáticas presentes em países avançados e ainda não aborda, de maneira suficiente, a variedade de oportunidades de PPI que se apresentam aos países em desenvolvimento. Este artigo pretende contribuir para expandir o conhecimento relacionado a PPI no contexto de países em desenvolvimento a partir de um estudo de caso de uma prática de comércio internacional chamada de offset e a sua implementação na indústria aeronáutica brasileira. O uso dos offsets durante o desenvolvimento do setor aeronáutico brasileiro foi fundamental para sua evolução tecnológica. Atualmente, o Projeto F-X2 - aquisição pública de aeronaves de caça -, gera importantes inputs de conhecimentos na base de conhecimento de empresas brasileiras. Esse caso apoia a proposição de que a PPI desempenha um papel no incremento de capacidades tecnológicas locais, mesmo em compras públicas internacionais.

Public procurement has been highlighted as an option of instrument for innovation policy. In this context, the field related to Public Procurement for Innovation (PPI) - focuses mainly on practices and problems present in advanced countries and still does not sufficiently address the variety of PPI opportunities available to developing countries. This paper aims to contribute to expand knowledge related to PPI in the context of developing countries through the case study of an international trade practice called offset and its implementation in the Brazilian aeronautical industry. The use of offsets during the development of the Brazilian aeronautical industry was essential for its technological evolution. Currently, F-X2 Project – the public procurement of fighter aircraft - creates important knowledge inputs in the knowledge base of Brazilian companies. This case supports the proposition that PPI plays a role in increasing local technological capabilities, even in international public procurement.
