Coordinating economic policies to overcome the vicious cycle of a limited Absorptive Capacity: reflections from Brazil

O presente artigo discute a importância da coordenação entre as políticas de inovação e outras políticas - macroeconômica, comercial e educacional - para superar o ciclo vicioso de uma Capacidade de Absorção (CA) limitada por parte das empresas brasileiras. Esta ausência de coordenação é uma das explicações para a baixa eficiência dos instrumentos de fomento à inovação, do lado da oferta no Brasil, para alavancarem a construção de capacidades de absorção nas empresas que sustentem o processo de inovação destas. Essa CA limitada dificulta o processo de aprendizado das empresas nas interações e a partir de tecnologias da fronteira, sendo, portanto, um entrave ao processo de catching up. Sugere-se que as políticas orientadas por missões podem ser um meio para coordenar as referidas políticas, mas tais missões devem ser concebidas dentro de uma convenção de desenvolvimento que incorpore a inovação (ERBER, 2009).

This paper discusses the importance of coordination between innovation policies and other policies - macroeconomic, commercial and educational - to overcome the vicious cycle of limited Absorptive Capacity (ACAP) of Brazilian companies. This lack of coordination is one of the explanations for the low efficiency of innovation promotion instruments, on the supply side in Brazil, to leverage the development of companies’ ACAP that support their innovative process. This limited ACAP hinders the learning process of companies in interactions and from frontier technologies, and, therefore, it is an obstacle to the catching up process. It is suggested that mission-oriented policies can be a means to coordinate these policies, but such missions must be conceived within a development convention that incorporates innovation (ERBER, 2009).
