COVID-19 in Brazil: opportunities and challenges for the vaccine development

O desafio da COVID-19 impõe a necessidade de articulação de amplo espectro de atores e atividades para ter sucesso, sendo as vacinas a terapia mais efetiva de combate ao vírus, mas que encerra os maiores desafios tecnológicos, de produção, distribuição e coordenação. O presente artigo discute o desenvolvimento de vacinas com ênfase na capacidade produtiva e tecnológica existente no Brasil. Pretende-se descrever principais facilitadores e obstáculos nesse processo. Apresentam-se as principais características da indústria farmacêutica, em especial, o segmento de vacinas e seu sistema de inovação, além de aspectos relevantes da Propriedade Industrial. Analisam-se o cenário internacional, assim como os acordos das instituições nacionais que contemplam, além de aquisição direta de vacinas, transferência de tecnologia para produção em solo brasileiro.

The challenge of COVID-19 imposes the need for articulation of a wide spectrum of actors and activities in order to be successful, and vaccines are the most effective therapy to combat the virus, but which contains the greatest technological, production, distribution and coordination challenges. This article discusses the development of vaccines with an emphasis on the productive and technological capacity existing in Brazil. It is intended to describe the main facilitators and obstacles in this process. The main characteristics of the pharmaceutical industry are presented, in particular, the vaccine segment and its innovation system, in addition to relevant aspects of Industrial Property. The international scenario is analyzed, as well as the agreements of national institutions that contemplate, in addition to the direct acquisition of vaccines, the transfer of technology for a Brazilian production.
