EMBRAPII AND SBIR/STTR: A COMPARATIVE ANALYSIS OF INNOVATION POLICIES

O objetivo deste artigo é investigar as semelhanças institucionais dos programas SBIR/STTR dos EUA e da EMBRAPPI na promoção da inovação empresarial. A partir da análise institucional, dos modelos de operação de financiamento e das dificuldades enfrentadas em promover a inovação são traçados paralelos e apontadas as diferenças dessas tecnologias sociais. As formas como o SBIR/STTR e a EMBRAPII lidam e se adaptam aos desafios da inovação tecnológica. Observa-se que a EMBRAPII logrou obter um modelo flexível adequado às elevadas incertezas da atividade inovativa assim como os norte-americanos, avançando inclusive com sobre a fase de comercialização, que permanece como um desafio tanto no Brasil como nos EUA.

The purpose of this article is to investigate the institutional similarities of the US SBIR / STTR and EMBRAPPI programs in promoting business innovation. Analysis of institutional aspects, financing operational models and difficulties faced will show points in common as well as differences between the two programs and how they adapt and deal with the challenges of technological innovation. It is observed that EMBRAPII managed to obtain a flexible model suitable to the high uncertainties that mark innovative activity as well as its US counterpart, further advancing on issues regarding the commercialization phase, which remains a challenge both in Brazil and in the USA.
