To make the growing landscape of design approaches for collective wellbeing practicable for citizens and city administrations, this paper proposes a set of issues to consider and a recipe with five ingredients around which to build capacities. After an overview of relevant approaches, we inquire about the social impact of design by discussing the complex ties between actors and the organisational forms that characterise contemporary societies. These reflections on the design literature took place in several meetings with 5 municipal stakeholders of an EU Interreg project that wants to employ design for more liveable cities in the Baltic region. Based on these meetings, we articulate the following ingredients to consider in Public Interest Design: (1) Circulating knowledge about how to imagine society otherwise and dealing with uncertainty. (2) Investing in public services and infrastructures in a cohesive manner. (3) Expanding municipal governance towards anticipation, civil society cooperation and positive failure culture. (4) Increasing citizen’s ownership and trust. (5) Prioritising learning from the existing plurality of interests.
