Hiato Tecnológico Setorial Brasileiro: abordagem a partir da inovação

Com base no arcabouço evolucionário e a partir dos dados da Pesquisa de Inovação Tecnológica (PINTEC) do IBGE, para o Brasil, e da Community Innovation Survey (CIS), para países europeus, este trabalho apresenta e utiliza uma metodologia própria para cálculo de Hiato Tecnológico, com base em indicadores relativos ao esforço e ao desempenho inovativo das firmas e aplicado para todos os setores, ao nível de agregação dessas pesquisas, da indústria no Brasil e na União Europeia. Objetiva-se aqui, mais do que apenas medir a distância a que estamos das economias europeias, apontar algumas origens do consensual baixo desempenho inovativo e tecnológico da matriz industrial brasileira se comparada às potências globais.

Based on the evolutionary economics framework and using the data provided by the Research of Technological Innovation (PINTEC/IBGE) and by the Community Innovation Survey (CIS/Eurostat), this paper presents and applies its own methodology of Technology Gap measurement. The starting point here are our indicators representing two different dimensions of the innovation process: the initial effort and the actual result in terms of innovation. Those are calculated using the available data related to all sectors of the manufacturing industry, respecting the aggregation level of the surveys, both for Brazil and European Union. Rather than just measuring the distance from European economies, we aim to point out some probable origins of the consensual low innovative and technological performance of the Brazilian industrial matrix, especially when compared to the European leaders, such as Germany and France.
